The Commission fett this would broaden the base of <br />the Commisslon. Attorney Courtney informed the Council that the ar- <br />dfnance does not prohibit the appointment of m7nors, but he does not <br />recommend sl�arting a precQdent; howe�er, he could see the benefit of <br />having minors on this particular commission. <br />• Matter referr�d to the Human Rights Commission to determine whethe:r <br />they desire mtnors to be members ot the commissiort or members of a <br />sub-committee; if they are to be members of the commission, it would <br />be necessary to amend the ordinance to fncrease the number ofi mem6ers. <br />Roseville - Arden Hilis Sewer Contract <br />Councilman Crepeau moned approvat of the Arden Hilis-Roseville Sewer <br />Contract, subJect to verification by Attorney Gourtney and Clerk <br />Admintstrator Lorraine Stromquist that the recommended amendments are <br />included; secon6ed by Counci�man Hoilenhorst; motion carried unart�mousiy. <br />Several coptes of the contract were submitted to the Clerk Administrator. <br />��a�naytl riaTTBr - J7BT.B niqnway veparTmenr �ana rtcqut5��7�on <br />Letter, dated Aprfl 7, 1969, from Engineer Lurrd, detatied the state <br />higfiway department's proposai to acquire.property west of New Brighton <br />Road and south of County Road E2 for drainage purposes. The highway <br />department requested waiving of the asse.ssments tevied on these tracts <br />whfch would resutt in a zero assessment on the portions they are con- <br />sidering tor acquisition. Engineer Lund informed the Councif that when <br />the assessments on these tracfis were figured, the swamp areas were <br />deducted and the assessment placed on the baEance of the tract; there- <br />fore, the requested reapportionment is feasibte. The Council agreed <br />with Engineer Lund. <br />Counctl authorized Englneer Lund to so intorm the State Highway De- <br />partment. <br />Sewer Charges - Other than Resfdenfital <br />Clerk Admfnistrator lorraine Stroinquist informed the Councii that there <br />are 24 sewered establishments that are not connected to municipal water <br />at th(s time. Ordinance No. 114, the sewer rate ordinance, bases the <br />sewar charge partly on water consumption; water meters will be r2quired <br />o� these weiis as ot May I, 1969. Discussion foliowed regarding a <br />method of charging for sewer until a water reading is available. As. <br />recommended by Englneer Lund and Ati'orney Courtney, the Council re- <br />quested Engineer k.und to estimate a quarterly water usage for eaeh <br />of the concerns; this charge will be adJusted atter water reading for <br />a three month per(od is aveilable. <br />Clerk Administrator requested to send letters to the 24 concerns in- <br />torming them of the ordinance requiring meters to tie insfiatled on their <br />• wells by May i, 1969. <br />REPORT OF ENGINEER �ONALD LUND <br />Red Fox Road UtilitTes and Road lmprovement <br />Engineer Lund again recommended thafi the entire improvement of Red Fox <br />Road be !et to one contractor. Ramsey Counfy plans to let bids this <br />summer for the road improvement, but wfli requlre the viilage to sub- <br />mit th,e cost of the proJect to them before the tetting, if the vitiage <br />desires to havo the utiiitles improvement included. Engfneer Lund <br />requested to obtafn a firm cost figure from the county. Councilman <br />Hollenhorst moved, seconded by Counciiman Crepeau, that methods of <br />ftnancing and assessing for ihese improvements be referred to fihe, <br />Flnance Committee and Treasurer Read; motion carried unanimously. <br />• <br />- Z - <br />
