Crepeau, Jr., Councllmen Ward Hanson, <br />Robert Woodburn. <br />Absent: Councilmen Charles Crichton, James Wingert. <br />Also Present: Englneer ponald Ct�ristoffarsen, Rofand Dant, <br />Dennis LaFrance, John Rebane, Clerk Administrator <br />Charlotte McNiesh. <br />Purpose of Meetinq - <br />The Special Meettng was caiied to review Storm Drainage Improve- <br />ment No. T4-! Revised as it rela�es to the Land 0'Lakes site. <br />REPORT OF ENGINEER DOPdALD CHRiSTOFFERSEN <br />The detention basins and storm drai�age pipes on the land 0'Lakes <br />s(te were revfewed In detall. Christoffersen noted that about <br />I'I 102t acres of land are In detentlon basins on the 48 acre s{te. <br />Storm drainage plan is compatibie with Land 0°Lakes proposed de- <br />ve8opment and possible fufiure expansion; cost estlmates in storm <br />dratnage feasibility report, oot including land costs, are ap- <br />prox6mately $2,500 to E2,700 per acre. Land 0'Lakes pians cail <br />for a c{ear water pond at Detention Basin A-3, extra excavetton <br />to prov�de for clear water pond �ouid be a Land OTlakes responsi- <br />btlity. Christoffersen estimated there would be about 75,000 <br />cubic yards of excess dtrt from preparing detention basins on the <br />site; there was some discussion re the possibiiity o4 Land 0'Lakes <br />using ?his materiaf for bermtng, etc. on their site. <br />Roland Dant noted that Ordinance requfres dedlcation of St acres, <br />Land 0°Lakes wbll incur speciaf assessments for the storm <br />drafnage improvement and extra cost to deepen Basin A-3 to pro- <br />vtda cfear water pond. Plans are to start constructton in June. <br />8979, coordinatfon of storm drainage project and Land O�Lakes <br />site grading seem essentdal. Quastion was raised whether <br />Land 0'Lakes contractor could do all of the grading and excavating <br />of ponds and, if so, how could City pay back fhese costs and <br />tncorporate them in the assessmant roll. <br />Attorney John Rebane suggested the possibiifty of a joint venture <br />6etwee� the City and Land 0°Lakes. <br />Aftes further discussbon, it was determined that attorneys and <br />engtneers for the City and Land 0'Lakes should meet the week of <br />�prf! 9th to recommend: <br />I. Mechantcs of land dedication. <br />2. Possibility of join�t venture to accomplish grading. <br />3. Fllternatives as to who does grading. <br />4.
