Rather, it is a suggested course
of action that will accomplish the major goal of this plan, to accommodate
growth in the community while protecting the environment.

The Capital Improvement Plan was developed based on RCWD's Tier
classifications for the lakes in Arden Hills. The scheduling of these projects
should be coordinated with the City's Pavement Management Program
(PMP).

The cost estimate for the construction of the proposed ponds does not include
land acquisition or easement acquisition. The cost also does not take into
account if a feasible study will be completed. The cost does include the larger
construction items such as excavation and restoration, arid engineering and
administrative costs. The final project cost may change based on the
determination of scope of work.

Table 8 includes annual operating and maintenance costs, which are separate
from capital expenditures.

Table 8

Annual Operating Costs

Project Project Preliminary Date(s) of Comments
Location Description Project Cost Implementation
Estimate
Public Updating and managing web page. $10,000 Annual
Education and distribution of newsletter
Maintenance of Annual maintenance of ponds and $40,000 Annual
Ponds and ditches, including dredging when
Ditches necessary
Street Sweeping fhe streets twice a year $30,000 Annual Assumes City labor
Sweeping and equipment, no
contract sweeping.

The Implementation Plan should be reviewed on an annual basis.
