<br />I <br /> <br />~ <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />, <br />I <br /> <br />9,7.01 <br /> <br />Purposes of Metropolitan Water Management Program <br /> <br />The purposes of the water management programs required by Minnesota <br />Statutes sections I03B,205 to 103B,255 are to: <br /> <br />L protect, preserve and use natural surface and groundwater storage and <br />retention systems; <br /> <br />2. minimize public capital expenditures needed to correct flooding and water <br />quality problems; <br /> <br />3. identify and plan for means to effectively protect and improve surface and <br />groundwater quality; <br /> <br />4, establish more uniform local policies and official controls for surface and <br />groundwater management; <br /> <br />5. prevent erosion of soil into surface water systems; <br /> <br />6, promote groundwater recharge; <br /> <br />7, protect and enhance fish and wildlife habitat and water recreational <br />facilities: and <br /> <br />8, secure the other benefits associated with the proper management of <br />surface and groundwater. <br /> <br />The intent of the Local Stormwater Management Plan is to gather all essential <br />information and planning data into a single document which describes the <br />existing environment, establishes specific policy and management methods <br />for protection and future enhancement of the City's water and wetland <br />resources, while recognizing the need for proper land utilization and growth. <br />The Plan has been prepared in conformance with the criteria set forth in the <br />Rice Creek Watershed District (RCWD) Water Resource Management Plan. <br />The criteria, as a minimum, establish the degree of performance necessary to <br />achieve improvement in water quality and quantity management. These <br />criteria are not intended to dictate or preempt the design process, but rather <br />provide guidelines to proper development. <br /> <br />Plan Summary <br /> <br />The Arden Hills Local Stormwater Management Plan includes the elements <br />required by Minnesota Statutes Chapter 103B and the Metropolitan Council's <br />guidelines for Water Management Plans which include the requirements <br />found in Minnesota Rules, Chapter 8410, and the requirements set forth in the <br />RCWD Water Resource Management Plan, The Plan includes identification of <br />and recommendations for protection and maintenance of the existing <br />hydrologic system, the goals and policies for water quality and quantity, <br />erosion and sediment control, recreation, fish and wildlife enhancement, and <br />an implementation program with a process for Plan amendment.
