Publicize selected issues using the City newsletter <br /> <br />2. Publicize issues on the City web site and create links on the site to <br />other web sites which highlight water quality issues <br /> <br />3. Publicize selected issues using cable television. <br /> <br />4. Water billing flyers. <br /> <br />5. Develop a stormwater stenciling/signage program <br /> <br />6. Encourage the Lake Associations and other lake homeowners to <br />participate in a lake protection plan process <br /> <br />By using the City newsletter, the City web site, and cable television to <br />publicize selected issues, more residents could be reached. The issues could <br />include a variety of water resource subjects including the use of phosphorous <br />fertilizers. information on the water quality of the lakes in the City, hest <br />management practices (BMPs), and information of current water quality <br />improvement projects. <br /> <br />Web site links could include some of the same topics discusses on the web site <br />and the City newsletter. The most beneficial approach from the City would be <br />to coordinate the topics on the web site and the newsletter, and reference each <br />other. Suggested links would be to the RCWD homepage, report or articles on <br />water quality protection, MPCA Lake Assessment Site, and the MnlDNR <br />Lakes Database which provides information on the lakes in Minnesota <br />including data from the water quality monitoring and fishery information. <br /> <br />The stormwater stenciling program is a volunteer program that marks storm <br />sewer inlets with a notice indicating where the pipe outlets to. This may be <br />done with different mediums such as paint, decals or signs. According to the <br />Final Rep0l1-Arden Hills Water Quality Task Force- June12000, studies have <br />shown these programs has a 60% or better attention rate by the local residents. <br />This report can be seen in Appendix N. <br /> <br />OBJECTIVE I: Finance (AH). <br /> <br />Policy 11: To use a wide array of funding sources and <br />financing approaches to support storm water <br />management programs. <br /> <br />Paying for water management projects has become more complex in recent <br />years. In the past, special assessments against benefitted properties financed <br />most of the necessary improvements. However. the financial options have <br />broadened considerably.
