Courtney, Village Engineer <br />Donaid Lund, V(Ilage Treasurer Worth G. Read, Clerk Admin- <br />istra-tor Lorraine Stromquist, Deputy Clerk Florence M. <br />Honan and Ramsey County Engineer Floyd Snyker <br />Minutes <br />The minutes of the Regular Counctl meettng of August II, 1969 were <br />approved as suhmltted. <br />BUSINESS FROM THE F�OOR <br />None <br />Red Fox Road improvement <br />Ramsey County Engineer Fioyd Snyker submitted a tabulatTon of the <br />bids received by the County fior the improvement ofi Red Fox Road. <br />The low bfdder was Dunkiey Surfacing Company, Inc. for $109,747.61 <br />of which $58,418.79 would 6e Arden Hills' share. Councilman Hollenhorst <br />moved to authorize the execution of the agreement, as attached, <br />between Arden Hiils and Ramsey County for the improvement ot Red <br />Fox Road, and approved the awarding of the bid by Ramsey County to <br />Dunkley Surfacing Company, Inc.; motion carried unanimously. <br />REPORT OF VVILAGE ATTORNEY VINCENT P. COURTNEY <br />Attorney Courtney submitted a letter dated August 25, 1969 fio the <br />Counctl regarding agenda items. <br />Tax Forfeited Propertv <br />Attorney Courtney advised the Council regarding effect on Village <br />of tax torfeiture proceedings and summarized his letter dated August <br />25, 1969 on this point. <br />Valentlne Hilfs Elementary School - Tempora� Water Supply <br />Copies of the Keys Weli Drilling Company price quotatlon and a pro- <br />posed contract were subrnitted to the Councii tor consideration. <br />Mayor Bjorndahl reported that a discussion meettng on the matter <br />was held Wednesday, August 20, attended by himself, Councfiman <br />Crepeau, Viilage Engineer ponaid Lund and Engineer Norman Nendrickson <br />and Dr. Witter. After discussion of the matter they determinad <br />that emergency conditions oxisted because of the time factor, and <br />additionaf bids would not be required. <br />The school pians to open September 29. Mayor Bjorndahl recommended <br />that the school district and the Viilage of Arden Nilis share equaily <br />in the cost of the fiemporary well and that Keys Woli Drilling be <br />Slred to construct the well at a total cost of $4,150.00. <br />Attorney Courtney advised the Council of legal implications involvedl <br />and referred to his letter of August 25, 1969 for details. <br />Counciiman Holle�iho�§`Y moJed, seconH�d--tiy GounCirman Olmen, that <br />Arden Hills enter into an agreement wii�h Mounds View School District <br />N621 to pay � of the total cost of $4,I5D.00 for the construction of <br />a temporary watar supply for the Valentine Hilis Elemantary School; <br />said agreement to specity that School District N621 wiil be respon- <br />sibie for maintenance after construction; motion carried unanimously. <br />Confiract Costs - Current Leqislation <br />Attorney Courtney gave his opinion regarding this matter and submitted <br />a copy of Minnesota Statutes, Chapter 934 of 1969 Laws. He i�formed <br />the Councii fhat bids are not required for irhe hiring of a landscape <br />�- archi-teci- as shis ls considered a service. <br />
