, <br />� <br />"Qinutes of the Regular Counci I �•1eeting <br />April 28, 1969 <br />Paae Two <br />Sewer Rate Ordinance - Variance Request <br />Clerk Administrator Lorraine Stromquist received a letter, dated Aprii <br />28, 1969�from Attorney Courtney regarding amending this ordinance to <br />exclude churches 7rom the required installation of a temporary water <br />meter to existing weils to assist the Council in determining a fair <br />sewer rate. After some discussion, the matter was referred to Council- <br />man Henderson for further study. <br />• C.G. Rein Liti ation <br />Attorney Couri-ney reported he had conferred today with Attorney Gray, <br />representing C.G. Retn, in a case against the Viliage regarding Council <br />action to deny C.G. Rein�s app�ication tor a multiple dweiling complex, <br />Attorney Courtney informed i�he Councfl he wiil be taking depositions <br />from them and also from Larry Drodle, former Chairman of the Planning <br />Commission. Clerk Admintstra#or requested to so inform Mr. Brodie. <br />The trial is scheduled tor May 26, 1969. <br />Snow Plow Purchase <br />Councilman Olmen moved, as recommended by the Pubiic Works Committee, <br />that the Viliage exercise its option to purchase the snow p(ow, according <br />to the lease-option agreemant of Decomber 30, 1968, and to authorize <br />the payment of the balance due in the amount of 51,639.69; seconded <br />by Counci�man Hollenhorst; motton carried unanimously. <br />vlater Improvement 68-3 Easement <br />Council requested Engineer Lund to confer with a property owner in <br />Improvement 68-3 regarding an easement. Attorney Salland was unable <br />to obtain a waiver of trespass. <br />Reduction of Speed Limit - County Road E <br />Councilman Crepeau read a letter trom the Board of Ramsey County Com- <br />missioners regarding changes in the speed timits on certain county roads, <br />which included reducing the Iimit from 50 to 4� miles per hour on County <br />Road E from Victorfa A,venue to OId Snelting Avenue. Village Police <br />Department wiii enforce the new speed limit, , <br />REPORT OF ENGINEER DONALD LUND <br />North End Sanitary Sewer Proiect <br />Engtneer Lund reporte6 that he wifl have area cost breakdownsavailable <br />at the May 12 councit meeting for the properties east of Highway 10 <br />in the north section of the Viilage. <br />Cferk Administrator presented three petltions requesting sewer in the <br />north area as follows: <br />i. Floral Drive Area - IO signatures <br />2. Valentine Park Plat - 4 signatures <br />3. Highways 10 and 96 Area - 4 signatures <br />She also presented a petition opposing Sanitary Sewer Improvement No.i2 <br />� with !2 property owners represented. �Jpon motion by Crepeau, seconded by <br />Dlmen, En.gin. Sewer Imp. <br />Ramsey Countv Llbrary Water Service No. 13;motion carried unanimousJy_._ <br />_ .. <br />Engineer lund reported that he has loca e�or'table water system for <br />the Arden Hilis Library until municipal water 1s available. Tfie system <br />wiii be avaltable in May - the Ilbrary plans to open in June. The <br />rental cost for the system will be $300,U0 for the period, which includes <br />dellvery, installation and removal; Arden Hills will supply the water. <br />Glerk Administrator requested to so inform the Ramsey County Library <br />eoard of the pian and determine whether or not they want to rent the <br />system. <br />- Z - <br />� <br />
