Discusston of other financial matters in <br />lamb's memo of 12-7-78 deforred to a later meettng. <br />6THER BUSINESS <br />North Suburban Youth Service Bureau <br />Councti discussed the North 5uburben Youth Service Bureau program <br />. with,Chr9s Clausen, Director. Clausen reported that the school dts- <br />trict has �ot, to date, Incfuded the NSYSB in (ts budget; does refer <br />students to the Bureau. Clausen described the program as one of <br />"fnter�entlon", rather than "prevention" or "correetton"; treats or <br />counseis youth fo� acts tor xhich they would otherwise go to court; <br />prtv�te, psycholaglsts and psychiatrists are an alternatfve to <br />the program; prog�a�a is voluntary - no one ts committed to go to <br />N5YS8; social vrorkers work wtth the NSYSB. <br />Some concerns Nere expr�ssed by Councii re City support of the NSYSB <br />service, over others whfch may also be beneficial to City resldents; <br />suggested the program may be better subsidized as a judicial <br />system item or poss(bty purchased privately; not sure It ts the <br />Ylllage°s responsibifity; a possible duplication o# efforts by other <br />agenciss; queried its effectiveness. <br />Hanson referred Counci! to the Finance Committee's recommen.dat�on <br />of approval of Vtllage parttclpatlon (n the program; noted that the <br />Public Safety Commitfiee does not concur that the City shouid parti- <br />cipate. <br />Hanson moved, seconded by Wingert, that Councll authortze payment of <br />E2,339.00 fio the Norfh Suburban Youth Serviee Bureau as Arden <br />Hill's 1979 part►ctpation in the program. Motion did rtot carry <br />(Hanson voting fn favor of the motion; Wingert, Crichton, Woodburn, <br />Crepeau voting in opposltion). <br />• <br />Crichton suggested that some ponding area may 6e eligible fo� <br />-3- <br />Crichton reported that Scholi's has suggested that Ctty accept <br />an approximate .8 acre strlp along the east stde ot the <br />Scholl's property, adjacent to Round Lake, (between sewer <br />easement and fence) as tulfillment of its park dedication. <br />Crichton explafned the area coufd eventually be utilfzed for <br />a pathaay, if Council deslred; prop�rties north and south <br />of the Schall's property are no# developed to date, conse- <br />quently, the property has no access at the present time. Park <br />Commfttee �ioes not have trail planned for.this area. <br />Council concurred that the approxtmate .8 acre strip would <br />not be acceptable as satisfaction of Scholl's park dedfcation <br />requirements; Crichton to pursue cash dedlcafion. <br />B. Case No. 78-17, Easfistde Beverag_e <br />Crichton reporfed that. Eastside Beverage has inqutred if raad <br />easement for Grey Fox Road is acceptable as park dedicatio��. <br />After discusston, It was Council's concensus thet the road <br />easement area be subtracted from p�operty Defore calculating <br />park dedlcatfon. <br />C. Wvnrtd4e <br />Grtchton descrtbed the Wynridge totai area 'to be 29.73 ac�es; <br />Outlot A(1.83 acres), as well as trfangie (.18 acres) _ <br />2.01 acres to be deeded to the Village; balance due City <br />based on 10� dedicafiion is .96 acres. <br />
