<br />City of Arden Hills <br /> <br />Chapter 3 Licenses and Regulations <br /> <br />including Bingo and raffles. <br /> <br />330.03 Massage, Rap and Sauna Parlors. <br /> <br />Subd. 1 Statement of Policy. The City Council finds that sauna, rap and massage parlor <br /> <br />enterprises are susceptible of operation in a manner which contravenes, subverts or endangers <br /> <br />the morals of the community and thus require close inspection, regulation and licensing by the <br /> <br />City. Such enterprises also have the potential of being places where disease may be transtnitted. <br /> <br />Accordingly, the City Council deems it necessary to provide for the special regulation of such <br /> <br />enterprises in order to protect the public health, safety and welfare and to guard against the <br /> <br />inception and transmission of disease. <br /> <br />Subd. 2 Definitions. As used in this Chapter, the terms defmed in this Section shall have the <br /> <br />meanings ascribed to them unless the context requires a different meaning. <br /> <br />A. Massage. "Massage" shall mean the rubbing, stroking, kneading, tapping or rolling <br /> <br />of the body with the hands or other devices or implements, for the exclusive purpose of <br /> <br />relaxation, physical fitness or beautification, and for no other purposes. <br /> <br />B. Massage Parlor.
