Procedure. The Administrator shall place any application for a personal service <br /> <br /> <br />license on the agenda of a meeting of the City Council no less than forty-five (45) <br /> <br /> <br />days after the date of the application. When the matter comes before the Council, the <br /> <br /> <br />applicant, or his or her representative, shall be given the opportunity to appear before <br /> <br />the Council to answer questions and give explanations regarding the proposed licensed <br /> <br />activity . <br /> <br />2. Denial. A license for a masseuse or masseur may be denied upon anyone (1) or <br /> <br />more of the following grounds: <br /> <br />a. Fraud or deception in the license application; <br /> <br />b. The applicant has a history of violations of laws and ordinances that apply to <br /> <br />health, safety or moral turpitude; <br /> <br />c. The applicant is of bad repute; <br /> <br />d. The applicant has been convicted of crimes or offenses involving sexual <br /> <br />misconduct; <br /> <br />e. The applicant, within five (5) years prior to the date of application was denied <br /> <br />licensure as a masseuse or masseur or had his or her license revoked or <br /> <br />3 - 60 <br />
