<br />City of Arden Hills <br /> <br />Chapter 4 Animals and Pets <br /> <br />Section 410 . Dogs' <br /> <br />410.01 Running at Large; Control. No owner or keeper of any dog shall permit the dog, <br /> <br />whether licensed or unlicensed, to run at large. ~: City asked why keeper had been deleted. <br /> <br />Under the first draft, the term owner had been dermed to include keeper so it was redundant. For <br /> <br />clarity purposes, the definition has been modified and the term keeper reinstated here. <br /> <br />410.02 Owner to Clean up after Dog. Any owner of any dog in a public place shall be <br /> <br /> <br />responsible for cleaning up any feces of the animal and for disposing of the feces in a sanitary <br /> <br /> <br />manner and shall while with the dog in public have in his or her possession a device or equipment <br /> <br /> <br />for picking u and removal of the feces. This subsection shall not apply to guide dogs <br /> <br /> <br />accompanying a blind person, or to a dog used in police or rescue activities. <br /> <br />410.03 Owner to Prevent Nuisances The owner 5r wst5diall of any dog shall prevent the dog <br /> <br />from committing in the City any act which constitutes a nuisance. <br /> <br />410.04 Habitual Howling and Barking Dogs Unlawful. No owner shall allow his or her dog <br /> <br /> <br />to unreasonably disturb the peace and quiet of any person by frequent and habitual howling, <br /> <br />yelping, barking. It shall be prima facie evidence that a dog is unreasonably disturbing the peace <br /> <br /> <br />if it has been repeatedly barking, howling, yelping, or making other similar noise for at least five <br /> <br /> <br />minutes with less than a one minute lapse during that five minutes and the barking, howling, <br /> <br />.~ --" <br /> <br />'State law reference- Dogs, Minn.
