The Statutes are equally vague as to whether the club must exist in <br /> <br />the city or just be in existence somewhere for the stated period oftime. The statutes <br /> <br />is most likely to be interpreted as meaning the club has had to have existed <br /> <br />somewhere and that the existence is verifiable. The city, however, could specify the <br /> <br />requirement to mean that the club must exist within the city limits. <br /> <br />E. "Sunday on-sale" licenses shall be issued only to on-sale licensees which have <br /> <br />facilities for serving at least thirty (30) guests at anyone time, which are in <br /> <br />compliance with the requirements of the Minnesota Clean Indoor Air Act, and which <br /> <br />shall serve intoxicating liquors only in conjunction with the service of food. A <br /> <br />"Sunday on-sale" license shall not be needed for on-sales made by on-sale wine <br /> <br />licensees. <br /> <br />Subd. 3 Persons Ineligible for License. No license shall be issued or transferred to, held <br /> <br />by, or renewed for any person: <br /> <br />A. Who is under twenty-one (21) years of age or who is otherwise barred from <br /> <br />holding a license under State law. <br /> <br />B.
