<br />City of Arden Hills <br /> <br />Chapter 2 Administration <br /> <br />Subd. 7 Quorum; Compelling Attendance. At all meetings of the Council, a majority of <br /> <br />the councilmembers shall constitute a quorum to do business, but a minority may adjourn <br /> <br />from day to day and may compel the attendance of absentees unless a reasonable excuse be <br /> <br />offered. <br /> <br />Subd. 8 Meetings Public. All meetings of the Council shall be public and shall comply with <br />the open meeting law. <br /> <br />210.04 Rules and Procedures. <br /> <br />Subd. 1 Purpose. These rules and procedures of the Council are adopted to facilitate the <br /> <br />transaction of Council business and functions. They should not be permitted to defeat or <br /> <br />hinder the plainly expressed intent and desire of the Council. Informal compliance and <br /> <br />substantial performance shall be sufficient under the following rules in the absence of <br /> <br />objection seasonably taken. Objection is hereby declared not to have been seasonably taken <br /> <br />as to procedural mauers provided for herein if a councilrnember present at a meeting fails to <br /> <br />object during the meeting and request compliance with these rules, and such objection shall <br /> <br />not be seasonably taken if taken by an absent member later than the next regular meeting after <br /> <br />the proceedings to which objection is made. <br /> <br />Subd. 2 Amendment of Rules.
