No construction shall occur on all or part of Lots 1, 2, or 3, Block 3, Lake Josephine <br /> Villas prior to those properties being platted into one rcsidential lot which meets the <br /> minimum requirements for the R-2: Single and Two Family Residential Zoning <br /> District. <br /> 3. If membcrship or f,TUest attendance increases to a point where 12 parking spaces are <br /> utilizcd on a recun-ing basis, then thc Oddfellow's Lodge would be required to <br /> construct the matching parking area shown as "additional space for parking if ever <br /> needed" on the sitc plan and included in City Planning File #05-04. <br /> 4. The proposed new parking area and any future parking, as discussed in Condition #3, <br /> shall be gradcd to drain toward the northeast comer of the new parking area. The <br /> grading and drainage shall take spccial eare to avoid any adverse drainage effects on <br /> Lots I, 2, or 3, Slack 3, Lake Josephine Villas. <br /> 5. Screening of at least 60% opacity shall be providcd along the north, east, and south <br /> sides of the new parking lot as proposcd on the site plans on file in City planning tile <br /> #05-04. Screening may be accomplished by a 3-foot high privacy style fencc or <br /> coniferous shrubs to a minimum height of 3 feet. Screening shall require the approval <br /> of the City Planner prior to the issuance of any Building or Zoning Permits. <br /> Commi'ssioner Zimmerman inquired about the park dedication requirement. Mr. <br /> Hellegers replied the City Attomey had indicated park dedication would not be <br /> something that would be collected becausc the properties would be consolidated and this <br />. was not a matter of a subdivision. <br /> Commissioner Zimmerman asked if the intent was to subdividc the lot and sell the lots <br /> off to development. Mr. Hellcgers rcplied what applicant proposcd was to put this into <br /> onclot. <br /> Commissioncr Zimmemlan believcd if the end rcsult was to sell of the property for <br /> development, then they should collcct park dedication fees. <br /> Mr. Clark replied they would have the City Attol1ley revicw this again and put his <br /> opinion in writing. <br /> Commissioncr Modcsettc noted the two lots across thc street appcared indcpcndent and <br /> other lots had bcen consolidatcd to makc nice sizc lots. Mr. Hcllegcrs replied thc two lots <br /> across the street werc built without platting. He notcd applicant was proposing to cut the <br /> thrcc lots off and sell them as one parcel. <br /> Commissioncr Larson askcd if thc City held an easemcnt along the street. Mr. Hellegcrs <br /> replied they did. <br /> Chair Sand notcd in conncction with any motion thcy would need to make the special <br /> finding. <br />. Chair Sand asked if the application included platting of thc three lots into one lot. Mr. <br /> Hellegers replied this particular application did not. <br />
