ARDEN HILLS PLANNING COMMISSION - JANUARY 5, 2005 5
. Chair Sand requested Mr. Temali take some photographs of thc field for the February
meeting.
Commissioncr Larson stated he would like all of the suggcstcd institutions be able to take
advantagc of this proposal and not just Mounds View School District.
Commissioncr Zimmcrnlan noted version thrce was the only vcrsion that addresscd all of
the possible rcquests Mounds View School District had brought forward at the last
mecting, such as naming rights and scoreboard advertising.
Commissioner Zimmerman asked how far the City wanted to open the door when they
created this languagc.
Commissioncr Larson stated he was in favor of this proposal as a revenuc generator for
thc School District.
Mr. Clark statcd it was staffs intent to limit advcliising sponsorship to thc "institutions"
only.
Mr. Temali suggested they limit the advertising sponsorship to only fields owncd by thc
institutions, which would not include City parks.
Commissioncr Larson asked if there was a weekcnd tournament, would it still be possible
. to get a pcnnit for tcmporary signagc at the City tields. Mr. Clark rcplied permits would
still be available.
Chair Sand stated he would bc in favor of option 2, striking thc Little Leaguc.
Mr. Clark askcd what type of a banncr size the School District would be looking at. Mr.
Temali replied when they spoke with the sign company, thcy suggcsted a 3 x 10 foot
banncr. He statcd cach individual sign being limited to ten squarc feet would give them
cnough visibility. Hc statcd an 80 square fcct total would also limit them and hc
requested this be reconsidered. He notcd the prime banncr spot would probably be in
front of thc visitor stands, which would not bc visiblc from the strcet. He stated the only
possible place a banner would be visible from the street would be from the north cnd
zone. Hc indicatcd he would like to prcsent furthcr intonnation as to their necds for thc
sizc of thc signs they nceded at thc next meeting.
Commissioner Modesettc stated she was in gcneral opposed to advertising signage as this
was incongrucnt with cducation, but she understood the need for additional school
financing. Mr. Temali agreed with this comment and notcd they had held off requcsting
this as long as they could, but with the financial times they were in, the School District
had asked the schools to look at entrepreneurial options to bring in funds.
Chair Sand asked how would thc City limit what type of advcliising would bc on the
. banncrs without running into a Freedom of Speech issue. Mr. Temali replicd the School
District would draft policics as to what would and would not be allowed to be advertised
on the banners. He noted there would be no tobacco or alcohol advertising allowcd.
