Commissioner Sand agreed stating that the City of Arden Hills is somewhat divided in its population where a portion of the population wants Arden Hills to remain nIral and a portion of the population would like to have more modemization and amcnities provided. He stated that the City has housing and operating needs noting that there is an opp0l1unity here to bctter educate the Community as the City works through this proccss. Commissioner Thompson agreed stating that there is a real need to determine what the vision is for the City of Arden Hills. She explained that by not having a clear vision of what the City wants for its' future creates a form of competition between those who want the area to remain rural and those who would like to see some amenities brought into the City. She stated that having a clear vision would help to give a better understanding of what is happening within the residential and commercial communities of Arden Hills. Committee Mcmber Hamcs suggestcd that Planning Commission review the City's track rccord on various developments and the rcactions of the community to that development as a part ofthc process for developing guidelines and standards. Commissioner Zimmerman clarified the Planning Commission's basic responsibilities noting (\ that it is the Commission's rcsponsibility to review new development proposals and requests to ensure that they rollow thc guidelines outlined within the Comprehensive Plan. Chair Henry asked what the Planning Commission's vision is tor the Parks and Trails north of Highway 96. Community Development Director Clark explained that this would be part of the 20-percent noting that the plan is clear that the main trail, internal to the TCAAP area, would go along and conncct to Rice Creek corridqf. He stated that in rcvie\ving this trail both the PTRC and the Planning Commission would havc to determine whcre to connect this trail in the south areas of the City. He stated that the City has to review and update the Comprehensive Plan noting that the changes are due to the Metropolitan Council by 2008. He suggested incorporating all of these items into the Comprehensive Plan noting that this would give them the ability to tie some of these items together for a better overall vision and plan. Commissioner Sand commended the PTRC for park and trail signage noting that this is the best thing that has happened for the Parks in over ten years. Hc referenced the TCAAP property and urged the Committee to really listen to the residents of Arden Hills as they start the process of planning for this area. He stated that the City, the Commissions and Committees should listen to thc needs of the people who live and work in this area before they hear the needs of groups outside of Arden Hills. Committee Member Williams agreed and proposed a closer relationship hetween the Planning (' Commission and PTRC as they move closer to the planning process for the TCAAP property.
