The City of Arden 1-lills ("Cily") is in the process of�reviewing its <br />regulations regardi.ng the construction of new and the modification of <br />existing electronic changeab(e copy signs, electronic graphic display signs, <br />video disp(ay signs, flashing signs, and multi-vision signs of all sizes in all <br />sign districts. <br />B. As used hercin, "Sign" means any name, identification, description, <br />display, logo, illustration or device which is affixed to, painted, <br />electronically displayed, or rcpresented directly or indirectly upon a <br />building, pole, or other surface or piece or land, and wtiich directs <br />attcntion to an object, product, place, activity, person, iiistilutior�, <br />organi•r.ation or business. <br />C. As used herein, "electronic changeable copy sign" shall be defined �is a <br />sign or portion thereof th.at displ��ys electro�iic, non-pictorial, text <br />inforniation in whicli each alpha�iumcric character, graphic, or symbol is <br />defined by a small number of matrix elemcnts using different <br />combinations of light emitting diodes (I..F;D's), tiber oplics, light bulbs ur <br />other illumination devices within the display area. Electronic change<<ble <br />copy signs include co�nputer pro�nammable, microprocessor controlled <br />electronic displays. Llectronic changcable copy si�ns include projccteci <br />images or messages with these characteristics onto buildings or othcr <br />objects. <br />D. As used herein, an "clectronic graphic display sigii" shall be defined as a <br />sign or portion thereof that displays electronic, static images, static <br />graphics or static pictures, with or without text information, defined by a <br />small nuinber of matrix elements using differcnt combinations of light <br />emitting diodes (LEU's), fiber optics, light bulbs or other illumination <br />devices within the display area where the message change sequence is <br />accoinplished immediately or by means of fade, repixalization or dissolve <br />modes. Electronic graphic display signs include computer programrnablc, <br />microprocessor controlled electronic or digital displays. Electronic graphic <br />
