Mr. Lehnhoff responded it was related to the business. <br /> Mr. Brausen noted American Car Care Centers was their franchise. He asked if they <br /> could speed up the time and temperature to less than 30 seconds and then leave the <br /> advertising on for 30 seconds. <br /> Mr. Reiter, sign representative, statcd if they could put thc time and temperature up for 5 <br /> seconds that would bc sufficient. He noted they could display both time and tempcrature <br /> at the same time. He noted a message for ten seconds was a long time for a message to <br /> display, He believed ten seconds was sufficient for a message, <br /> Chair Sand asked if he was suggesting a two message change, one with time and <br /> tempcrature <md one with a message. Mr. Rieter responded that was COlTect. He stated <br /> they wanted to run this sign responsibly. <br /> Commissioner Larson asked if a five second timc and tempcrature and a ten second <br /> message was sunicient. Mr. Reitcr rcsponded thcy could try that and see ifit worked, <br /> Mr. Lehnhoff noted when he checked with other cities, thosc cities did not always <br /> . specifically rcgulate the timing of the signage. Instead, other cities left it open to be <br /> detcrnlined for each sign based on location, use, and the potential for driver distraction. <br /> Chair Sand stated he believed they should leavc it up to the sign expe11 as to what would <br /> \vork and staff could check this. Mr. Lehnhoff suggcsted they have a "bottom number" <br /> so staff had somc boundary to work with. <br /> Commissioner Zimmerman stated he did not want a scrolling sign and 5-10 seconds was <br /> .... close to scrolling. He recommended a longcr period of time (i.e. 20 seconds). He noted <br /> 1.1- this would maximize the most people coming by.
