I
I In some respects, the implementation of the Plan described in this document will resemble
I a Stormwater Pollution Prevention Plan (SWPPP) that the National Pollutant Discharge
Elimination System (NPDES) program requires of many Cities including Arden Hills and
I Roseville. Such a plan has six elements:
. Public Education and Outreach
I . Public Participation/Involvement
. Illicit Discharge Detection and Elimination
I . Construction Site Runoff Control
Post-Construction Runoff Control
.
I . Pollution Prevention/Good Housekeeping
I During the implementation of the Facilities Plan for the College, stormwater management
will be incorporated during detailed design of the campus and implemented during
construction phases of the projects proposed in this PUD submission. Regulatory
I agencies, such as the RCWD, MPCA, and the Cities of Arden Hills and Roseville will be
given the opportunity to review plans and comment on stormwater management practices
I that are proposed. Attached in the Appendix is the Stormwater Management Study
prepared in conjunction with this submittal.
I V. GRADING AND DRAINAGE PLAN
I The Stormwater Management Study lays out the framework for utilization of Best
Management Practices as individual projects are planned and constructed. Grading and
I drainage is site specific, and while the Stormwater Management Plan proposes Best
Management Practices, the specific measures to be used in the design and construction
I phases of the campus development are yet to be determined. As projects are planned,
specific grading and drainage plans will be incorporated into the design and development
I of the projects. Each City, along with the Rice Creek Watershed District, will review the
plans to assure compliance with the Surface Water Management Plan and appropriate City
I and Watershed requirements.
I
I
Northwestern College Master Plan 10 13529.000
I PUD Application Report
