Internal notifications should take <br /> place as specified in the affected community's emergency <br /> operations plans. The affected municipality may choose to <br /> declare a local state of emergency at their discretion. The local <br /> Emergency Management Director maintains SOP's for this <br /> purpose. <br /> 0 These situations may require assistance from external <br /> organizations. The municipality will notify the EMHS Duty Officer <br /> as soon as practicable. EMHS will respond to the scene or EOC <br /> and gather intelligence from responding municipal and/or county <br /> agencies and notify the County Manager, and/or Public Health <br /> and the Sheriff. <br /> 0 EMHS evaluates the scope of the incident, coordinates <br />. essential services, and provides emergency information. <br /> 0 There would be PI\BJI~L or FLJ_LL utilization of this EOP <br /> () Depending on the nature of the emergency, the County <br /> Manager, Director of Public Health, or the Sheriff may decide to <br /> request notification of the Ramsey County Emergency <br /> Management Council and activation of the RCEOC, <br /> Level 4 - Countywide Emergency <br /> A disaster involving one or more communities within the county, or any <br /> situation that will exhaust the ability of the county to provide services will <br /> result in the need for a formal declaration of a state of emergency. The <br /> main criteria is that all available local resources have been utilized to the <br /> best of our ability, and there will be a need for outside assistance <br /> This could be a significant national or international event, large-scale civil <br /> unrest; results of a tornado; major community emergencies, events that <br /> might result in the need to evacuate large areas of one or more <br /> communities, and/or events that otherwise threaten to compromise the <br /> continuity of governmental functions. <br /> Normal governmental operations may be suspended. The effects of this <br /> emergency are wide-ranging and complex. A timely resolution of disaster <br />. conditions requires countywide cooperation and extensive coordination <br /> with external agencies and jurisdictions. <br /> 21 <br />
