State Organizations/Agencies <br /> The State government is responsible for providing resources to support <br /> community response, and for some emergencies, performing technical <br /> response functions on behalf of the communities. <br /> 1. Minnesota Homeland Security Emergency Management (HSEM) <br /> a. Activates and manages the State Emergency Operations Center <br /> (SEOC). <br /> b. Coordinates State resources. <br /> c. Controls access of air and rail traffic. <br /> d. Assists County and other State agencies in coordination of <br /> protective actions <br /> e.
