COllntl'- Wide E/J/Clge/lcy Opcnltio/ls Pla/l Revision 5.1. .lIII/C. 2()(J5 <br />. <br /> NATIONAL GUARD <br /> Overview <br /> When a natural disaster or other major emergency is beyond the capability <br /> of local government, support from the National Guard may be available. <br /> Only the Governor, as commander-in-chief of the Minnesota National <br /> Guard, has the authority to activate the Guard. The purpose of the <br /> activation is to ensure the preservation of life and property and to support <br /> civil law enforcement agencies. <br /> National Guard assistance will complement, and not be a substitute for, <br /> city and/or county participation in emergency operations. <br /> If made available, National Guard personnel remain under military <br /> command at all times, but will support and assist city and/or county forces <br /> in the accomplishment of a specific task or tasks. <br /> Request Procedure <br /> In the case of the City of S1. Paul, the Mayor, after consulting with the <br /> Director of Emergency Management, will submit a request to the <br />. Governor. For all other Ramsey County jurisdictions, the Sheriff must <br /> make the request for activation of the Guard. Typically, the mayors of the <br /> affected municipality will forward this request to the Sheriff either through <br /> the RCEMHS or directly. All requests for activation of the Minnesota <br /> National Guard will be facilitated through the State Duty Officer at <br /> Homeland Security and Emergency Management (HSEM). <br /> :> Important Reminders <br /> ./' National Guard assistance will complement, and not be a substitute for <br /> county participation in emergency operations. <br /> ./' If made available, National Guard personnel will remain under military <br /> command at all times, but will support and assist county/City forces in <br /> the accomplishment of a specific task or tasks. <br /> ./' National Guard Members do not have the power of arrest however <br /> they may "detain" a person until a peace officer can be summoned. <br /> ./' When ever possible a "liaison" should be assigned to work with <br /> National Guard unit and possibly even sub-unit commanders to ensure <br /> that the Guard assets are effectively deployed. <br />. <br /> 101 <br />
