<br /> . Deferred Maintenance Backlog <br /> An important factor in evaluating budget scenarios is deferred maintenance. Deferred <br /> maintenance is work that could not be done in a given year of the analysis period due to <br /> lack of funding. It represents work that is delayed until additional funds can be found. <br /> The monetary result of deferred maintenance is maintenance backlog. In the budget <br /> analysis of this report, the maintenance backlog for a given year is defined as the cost <br /> for the City to repair all the pavements in that year. <br /> As the average network PCI decreases, the cost to repair pavements rises. As the <br /> pavements approach the poor category, the cost of rehabilitation rises due to the large <br /> amount of individual distresses that require repair. The following figure illustrates the <br /> general relationship between the increasing cost of rehabilitation maintenance and <br /> decreasing pavement condition for Arden Hills pavements. If <br /> preventive maintenance is not emphasized now, the bulk of the pavement network will <br /> rapidly decline in condition. A considerable amount of heavy maintenance at a high unit <br /> cost will be needed later to regain the original current condition of the pavement <br /> network. The labor-intensive effort required for heavy spot repairs would most likely put <br /> a burden on City staff. The actual cost of the deferred backlog would rise, resulting in a <br /> . decreasing annual average pavement condition. <br />
