National Guard <br /> a) Overview <br /> When a natural disaster'or other major emergency is beyond the capability of local government, . <br /> support 1rom National Guard units may hc available. Only the Governor, as Commander-In- <br /> Chicf of the Minnesota National Guard, has the authority to activate the Guard. The purpose of <br /> the activation is to ensure the preservation of life and property and to support civil law <br /> enf()rcement agencies: <br /> . National Guard assistance will complement, and not he a substitute t()r county and/or city <br /> participation in emergency operations. <br /> .
