JUIli'. 2()()5 <br />A guiding principle of this plan is that, aside from specific processes <br />detailed below, all processes, procedures and protocols of the various <br />municipalities and County agencies governing incident management and <br />emergency response contained in current plans and doctrine remain in <br />effect. <br />Further, nothing in this plan alters or impedes the ability to carry out the <br />existing authorities of the municipalities and County governmental <br />agencies to perform their incident management responsibilities under the <br />law. <br />We as a county have many capabilities and resources that could be used <br />in the response to any major disaster. These include facilities, equipment, <br />personnel, and skills of both government and non-government professions <br />and groups in Ramsey County. The purpose of this plan is to ensure the <br />effective, coordinated use of these resources so as to: <br />. Maximize the protection of life and property in all areas and political <br /> subdivisions in the county, which require assistance with support, <br /> services and resources <br />. Ensure the continuity of government <br />. Ensure the safety of the county workforce, those in the county's <br /> care and in county facilities <br />MISSION <br />In any emergency situation, Ramsey County's mission is to: <br /> Protect life and safety <br /> Minimize impact to property and the environment <br /> Secure our critical infrastructure and facilities <br /> Resume the regular provision of services to our citizens <br />General emergency response priorities follow from these goals. Naturally, <br />the contextual characteristics of a particular emergency event (such as the <br />time or day when an incident occurs) may require some adjustments <br />within the following priority categories: <br /> 2 <br />
