EMERGENCY MANAGEMENT ORGANIZATION" <br />CONCEPT OF OPERATIONS <br /> When an emergency has occurred, the municipal government of that <br /> jurisdiction in which it occurs has the primary responsibility to respond to <br /> save lives and property and to recover from the event. The County will be <br /> prepared to supplement its emergency resources with those provided by <br /> private organizations and volunteers. <br /> If the capabilities within Ramsey County are exceeded, the County will <br /> request assistance from the State. The Ramsey County Emergency <br /> Operations Center (RCEOC) may submit requests to adjacent or nearby <br /> county jurisdictions such as the Metropolitan Airports Commission, the <br /> Cities of St. Paul and Minneapolis, and Dakota, Hennepin or other <br /> counties In accordance with existing mutual aid agreements or <br /> Memoranda Of Understanding (MOU). Requests for additional State and <br /> Federal support will be requested through the Minnesota Division of <br /> Homeland Security and Emergency Management (HSEM). <br /> All jurisdictions within Ramsey County have adopted the National <br /> Incident Management System (NIMS) as the jurisdiction's "all-hazard" <br /> incident manaqement system. NIMS will be implemented through the <br /> Minnesota Incident Management System (MIMS). Depending upon the <br /> situation, the On-Scene Incident Commander may utilize multiple <br /> resources, including existing mutual aid agreements, to obtain what is <br /> needed. Each jurisdiction and agency is required to maintain current <br /> SOG's, procedures, resource lists and checklists as needed to support <br /> response operations. <br /> All municipal fire services have mutual aid agreements and/or MOU's <br /> covering automatic and requested assistance for fires and specialized <br /> response and rescue. MOU's and mutual aid agreements are also in <br /> place for all municipal law enforcement agencies and the Ramsey <br /> County Sheriff's Office. Where requests for resource assistance are <br /> received from another jurisdiction outside of Ramsey County or are <br /> beyond existing mutual aid agreements or MOUs, the granting of the <br /> requests and the quantities provided will be at the direction of the <br /> County Manager. <br /> For emergency planning purposes, certain areas surrounding an <br /> incident or a fixed facility incident will be divided into sub-areas (sectors <br /> or cold, warm and hot zones) so that priority of the response effort can <br /> be directed toward those closest to the incident. <br /> 7 <br />
