<br />LAW ENFORCEMENT SPECIFIC EVENT: If the emergency is one that
<br />poses an obvious, imminent and credible threat to lives and safety, or is a
<br />criminal matter, the County Sheriff will begin organizing the response
<br />during the initial hours of the event and will assume the County Incident
<br />Manager role under unified command until the County Manager is
<br />available at the scene or the RCEOC. The Sheriff will then be the director
<br />of the Operations Branch of the event.
