<br />Rall/ser COlll1tV- Wide EII/ergellc\' Operations Plall Revision 5.1, .JIIIlC, 2005 <br />GOVERNMENTAL DEPARTMENT AND EMPLOYEE RESPONSIBILITIES <br />Departments, commissions, agencies, boards, districts, officers, and <br />employees of the county and/or the affected municipalities shall have <br />emergency duties, responsibilities, and assignments during emergencies <br />when such emergencies are declared, and consistent with labor laws may <br />be required to provide services within the scope of their expertise during <br />such emergencies. <br />Departments, commissions, agencies, boards, and districts shall establish <br />and maintain plans and procedures for carrying out their own operations <br />during, and recovery after, an emergency and shall establish plans and <br />procedures for assisting the overall county effort to respond to and recover <br />from an emergency, including a line of succession that is three deep to <br />allow for 24/7 operations. <br />Employees, officers and others officially affiliated with the county shall <br />comply with these plans and procedures. <br />Administration <br />Reports are required from involved agencies/departments and local <br />governments to provide elected officials, the Director of Emergency <br />Management and Homeland Security, and other government officials with <br />information concerning the nature, magnitude, and impact of a disaster, <br />and for use in evaluating and providing the most efficient and appropriate <br />response. Reports required include, but are not limited to: <br /> . Situation Reports <br /> . Proclamation of Emergency <br /> . Requests for assistance. <br /> . Damage Assessment Reports. <br />Financial Management <br />Emergency expenditures are not normally integrated into the budgeting <br />process of the County. Nevertheless, disasters occur on a periodic <br />basis requiring substantial and necessary unanticipated obligations and <br />expenditures. <br />Ramsey County and the municipalities will incur disaster-related <br />obligations and expenditures in accordance with the provisions of <br />applicable County and State statutes. <br />Records will be kept by all participating organizations/ agencies; in <br />order to separately identify disaster related expenditures and <br />obligations from general programs and activities. <br /> 48 <br />
