Assistant City Managcr <br /> Command and Control Issues <br /> For Emergencies/Limited Scopc Disasters <br /> An incident command systcm (lCS) may be cstablished to direct the initial <br /> rcsponse by city l()fces to thc event. (If ICS is implemented, the lirst <br /> aniving senior official will serve as the incident commander until hclshe is <br /> propcrly rclievcd), Iforganizational control of the incidcnt escalatcs <br /> beyond the capability of field command, thc City Emergency Operating <br /> Ccnter (EOC) may he activated to provide overall command of the <br /> incident. This will generally bccome nccessary when the incident covers a <br /> large geographic arca, multiple locations, and/or when multiple responding <br /> agencies are involved.
