<br />. <br />. ARDEN HILLS CITY COUNCIL - December 11, 2006 3 <br />. senior cannot afford to pay for their utilities, there are other alternatives. He recommended <br /> Council restore the regular rates to all citizens of the City. <br /> MOTION: Councilmcmber Larson moved and Mayor Aplikowski seconded a motion <br /> to amend Resolution 06-54 to eliminate the diffcrcntial rates charged to <br /> senIors. <br /> Councilmember Grant asked if the senior rates applied to seniors who wcre 62 or 65. Ms. <br /> Wolfe statcd she believed it was 65. <br /> Mayor Aplikowski asked what the rate difference was. Ms. 'Volfe responded it dcpended - the <br /> basc charge for the sewcr was a differencc of almost $20.00; the differcnce with water was that <br /> there was no base or minimum for water charges tor seniors. For non-scniors there was a base of <br /> 10,000 gallons rcgardless of usage. She notcd the major difference was the base rate for the <br /> sewcr. <br /> Mayor Aplikowski stated she was a senior and had not applied for this assistance and would not <br /> apply for it. She did not belicve thcre was a nccd for this type of break for thc seniors. <br /> Councilmember Larson stated he did not want to subsidize other people's water consumption. <br /> Councilmembcr Holden stated there wcre seniors in her area that were on a fixcd income and <br />. she expressed concern that the City had not donc an examination as to how many people this <br /> would affect. She statcd thc lower income people of thc City might need this and she wanted an <br /> cxamination as to how many people this would affect. She stated she was not in favor of the <br /> amendment at this time. <br /> Council member Holden stated the City has had plenty of time to do a financial assessment of <br /> this. <br /> Council member Grant stated he would not support the motion. He noted he too had seniors in <br /> his area who werc on a fixed income and he did not \vant to remove this without studying it first. <br /> The motion failed (2-3) (Council members Grant Holden, and Pellegrin opposed). <br /> MOTION: Councilmcmber Larson moved and Councilmemher Grant scconded a <br /> motion to approve Resolution 06-54: Revising the City's Utility Rates. <br /> The motion carried unanimously (5-0). <br /> 5. PUBLIC INQUIRIES/INFORMATIONAL <br /> Representatives of the Fire Department presented Councilmember Larson with a plaque <br /> recognizing and thanking him for his service on the Fire Board of Directors and Board of <br /> Tmstees. <br />. <br />
