No garage. tent. trailer. vehicle or accessory building shall at any time be used as a dwelling except mobile homes loeated in an approved mobile home . park. and except tor structures receiving a lemporary permit from the Council. The Council may. in its discretion. grant a temporalY pennit for the use of the fi)fegoing, structures as dwellings for a period not to l'Xceed ninety (90) days when an emergcncy or hardship situation cxists.
