This discrepancy indicates the landscape plan was prepared <br />not by a skilled professional, but instead was quickly sketched freehand to create a <br />document with the superficial appearance of plausibility, without regard to physical <br />realities, <br />This disregard for actual site conditions is further reinforced hy the observation that the <br />planting plan shows three new tree plantings in the county road right-of-way near the <br />southeast comer of the property-a location where scveral existing trees would necd to <br />be removed in order to allow such plantings. Considering that the Applicant has already <br />illegally removed many previously-existing trees, I find it difficult to entertain the notion <br />that it might be appropriate that he now be allowed to remove the few publicly-owned <br />trees that survived the mid-summer chain saw massacre, <br />Plantjngs on drainage ea~ement <br />During the October 4 meeting, there was discussion on the matter of whether it is <br />advisable to pemlit plantings on the drainage casement area_ It was stated that the <br />drainage pipe was recently replaced. This is incorrect, as only the eastenmlOst extreme <br />was replaced in 2004; this is the section from the manhole at the top of the bluff to the <br />catch basin on the west side of Lake Johanna Boulevard; a distance of approximately 40 <br />ft. The remainder of the pipe from Fairvicw A venue eastward along the northern portion <br />of the Applicant's property (approximately 170 It) was not replaced. <br />Types of plant$-1ll:QJ2Qsed . <br />To replace the tall trees illegally removed from the Lake Johanna Boulevard right-of- <br />way, Applicant is proposing to install plants whose names contain the following terms: <br />. Grass <br />. Berry <br />. Juniper <br />. Compact <br />. Coneflower <br />These plants will never achieve heights and bulk comparable to the trees that were <br />illegally removed. Consequently, even with the passage of decades they will never <br />provide shade to Lake Johanna Boulevard, or to the shoreland on the cast side of the <br />Boulevard. This unfair exchange of bushes for trees is irksome because the southern <br />portion of my beach property formerly benefited from the late aHernoon shadc provided <br />by the towering cottonwoods and other trees that Applicant's contractor illegally <br />removed from the County's property, Now, it gets baked. Apparently I am supposed to <br />he content with being forever deprived of this shade, as it must have been a foolish thing <br />for me to assume that public amenities would not be destroyed for private gain. <br /> . <br />
