<br />ARDEN HILLS CITY COUNCIL - October 16, 2006 <br /> ~ <br />Councilmember Grant rcqucsted that the City Council have a discussion with the developcr . <br />regarding the proposed density for the TCAAP project. <br />Councilmember Holden rcqllcsted that larger maple and oak trees are includcd in the final plans. <br />Mayor Aplikowski notcd that the watcr feature for this project needs to be reviewcd and <br />discussed by the City Council. Also the City Council needs to consider work force and scnior <br />level housing for the TCAAP site. <br />Councilmcmber Pellgrin said that he is conccrned that the City does not have a plan or structure <br />in place regarding the development proccss. <br />Mayor Aplikowksi noted that the project developers and financial planners will come back to the <br />City Council with a plan that will work financially for Arden Hills. <br />Community Devclopment Director Karcn Barton said that the intent of this discussion was at the <br />request of the City Council to discllss issues and their project wish list regarding the TCAAP <br />property. More structurcd discussions will occur in the near future that include the developer and <br />the City's financial advisors. <br />Councilmember Holdcn noted that thc current City Council had minimal input in the original <br />TCAAP vision. <br />City Administrator Wolfe said that during the mastcr planning phase of the project, members of . <br />the City Council will have the opportunity to discuss the plan in more dctail. It will be a more <br />orderly process during the master planning stage. At this time, we are asking for City Councils <br />input rcgarding their likes and dislikes of the vision. <br />Councilmember Holden statcd that the pond is an cxpensive amenity, but it may necessary for <br />stornl water treatment. <br />City Administrator Wolfe noted that a number of the potential developcrs raised concerns about <br />the proposed "wagon whcel" design and the traffic pattcms that the proposcd vision would <br />create. <br />Councilmember Holden askcd how docs the proposed development plan combine and connect <br />thc old Arden Hills with the new Arden Hills. <br />City Administrator Wolfe said that it is important for the City to crcatc connectivity between the <br />City by setting standards for signs. bcnches, trash eans, etc... <br />Councilmembcr Grant noted that a large tenant may be needed during the phase one portion of <br />the TCAAP project to ensure economic vitality. Highway 96 is the window of the development <br />projcct. It is important to have something to draw people to this location. <br /> . <br />4 <br />
