My property as well as several other adjacent homes are directly affected by the subject planning case <br />because the backside of our properties are adjacent to the proposed Boston Scientific addition. I am frustrated and very concerned that Boston Scientific is <br />continuing to pursue the expansion of their facilities in a direction that directly encroaches on our residential neighborhood, Building N is already a visual eye <br />sore for the 6 months of the year when there is no foliage on the narrow row of buffering trees. An even greater issue is the audible noise that is generated from <br />ventilation blowers, etc that reside on the rooftop and side of buildin9 N. Even if this noise is within MPCA regulations, it is still very noticeable and annoying, <br />Homes along this stretch of Wyndridge Drive were built prior of the sale of the dog food factory to Guidant. Though odor was an occasional issue, the quality of <br />life was far less negatively impacted than is currently the case with Boston Scientific. <br />Further expansion of building N is clearly not going to help the visual impact since the building will be closer and taller than before, I understand that new <br />rooftop equipment will reside on the lower rooftop that will be south of the taller expansion (away from the homes) BUT it does not guarantee the audible noise <br />level will not increase, Moreover, it does nothing to address the current equipments that are generating noise. <br />If the planning commission approves this application, I request that the commission stipulate that Boston Scientific move or buffer current audible noise <br />generating equipment as a part of their project to REDUCE current noise levels regardless (even if they are within MPCA regulations). Obviously, it would be best <br />to have an independent party make noise measurements before and after the project to assure compliance. <br />With respect to the proposed nearer/taller addition, it is difficult to evaluate the additional negative visual impact because it is mostly something that has to be <br />imagined. As I indicated earlier, building N is already very visible during the 6 months of winter. It would be best if tall evergreens were included with the project <br />to proVide as much year-round screening as possible. <br />Unfortunately, I am unable to attend tonight's meeting, Please bear in mind that the homes in this area have market values between $300,000 and $500,000.
