ARDEN HILLS PLANNING COMMISSION -OCTOBER 4,2006 8 Commissioner Larson suggested they not put largc plantings on the north property line . where there was an eascment in the event the City had to do maintenance or repair on the pipe, He rccommendcd the plantings be moved off of the easement. Commissioner Larson recommended the western trees be movcd to the east so they could establish themselves on the property and be trimmed if it encroached on the other property, Bob Moser, 1000 County Road F, Shoreview, representing applicant, stated as far as the Shoreland Restoration the Rice Creek Watershed recommended a large group of plants that would work as an infiltration banier rather than large trees, He noted the Rice Creek Watershed District did not want large trces, but rather small planting. He stated the Watershed had given him a list of recommended plantings, With respect to the north side trecs, the easement line was even with the northern most portion of the garage, so if they werc moved, it should shift anything to the south, which would have a signiticant impact for the screcning of the homc from Lake Johanna Boulevard, In addition, the pipe was a ne\v pipe and was unlikely that it would have to be changed, He stated as opposed to replacing the pipe, it could be lined and would not have to be dug up, He stated a nicer landscaping could be done if they were not rcquired to stay out of the easement area. Chair Sand asked what the Rice Creek Watershed"s position was on adding rip-rap to prevent erosion. Mr. Moser responded he had not chccked into that, but he believed the DNR would have somc say in this also. . Mr. Lehnhoff responded the DNR strongly discouraged the use of rip-rap, He noted the DNR would rather see plantings in most situations, Chair Sand asked i r there would be a dock to this property, Hien Ngo, the applicant, 6 West Pleasant lake Road, North Oaks, responded hc did plan on putting in a dock at some point, but not probably for a year or two after the home was completed, Commissioner Thompson asked ifhe would have steps from Lake Johanna Boulevard to the lake as wcll. Mr. Ngo responded that had not been decided yet. Commissioner Larson notcd the proposed home was not in place, so moving the trees away from the northern edge he did not believe would bc a large impact. Commissioner McClung stated he would like the City Enginecr look at this also because there where times when a pipe could not simply be lined, Chair Sand moved, seconded by Commissioncr Larson to table the Site Plan Review, Hicn Ngo & Nguyct Ky, 3433 Lake Johanna 13oulevanl, subject to changes as discussed, The motion carried unanimously (6-0), .
