<br /> . ~ <br /> ~~HIl;LS <br /> MEMORANDUM <br /> DATE: December 13, 2006 Agenda Item 2.B. <br /> TO: Honorable Mayor and City Council Members <br /> Michelle Wolfe, City Administrator <br /> FROM: Schawn Johnson, Assistant City Administrator.s~ <br /> Greg Hoag, Public Works Director <br /> SUBJECT: Karth Lake Improvement District Update <br /> Background: <br /> In 2003, the Arden Hills City Council approved the creation of the Karth Lake Improvement <br /> District. The intent ofthe improvement district was to control the water elevations at Karth <br /> Lake. In 2004, a pump was installed to control the water levels on Karth Lake. In order to fund <br /> . these improvements, the City implemented an ad valorem tax assessment on the property owners <br /> that are located within the Karth Lake Improvement District. The tax assessment for the <br /> property owners within the Karth Lake Improvement District was [or a three year time period <br /> (2005 to 2007). Pursuant to Minnesota Statutes 459.20, 103B.501, and 103B3.581 the City was <br /> granted the authority to establish the lake improvement district. <br /> Discussion: <br /> Board Members of the Karth Lake Improvement District are requesting the opportunity to meet <br /> with the City Council and discuss their vision for continuing to improve the water quality at <br /> Karth Lake. City Attorney JelTY Filla will also be in attendance to address any legal questions or <br /> concerns that the City Council may have regarding the Karth Lake Improvement District. <br /> City Staff Recommendation- <br /> Requesting City Council feedback regarding the future status and mission of the Karth Lake <br /> Improvement District. <br /> . <br />
