AGREEMENT BETWEEN <br /> RAMSEY COUNTY I-IRA and CITY OF ARDEN lULLS <br /> FOR ENVIRONMENTAL ro:SPONSE FUNDS <br /> This is an Environmental Response Fund Grant Agreement between the Ramsey County <br /> I lousing and Redevelopment Authority ("lIRA") and City of Arden Hills ("GRANTEE"). <br /> WI IEREAS, On December 22, 2002, the HRA approved an increase ill thc mortgage <br /> registration and deed tax effcctive February 1, 2003, for the purpose of creating an <br /> Environmcntal Responsc Fund per Minnesota Statutes, section 383A.80; and <br /> WHEREAS, on June 30, 2006, bascd upon an application from GRANTEE dated May I, <br /> 2006 ("'APPLICATION"), the HRA approved an Environmental Response Fund grant to the <br /> GRANTEE in the amount of Fifty Thousand Dollars ($50,000.00) for remediation activities at <br /> the Gateway Business Center/STS Stcels sitc in thc City of Ardcn Hills; and <br /> NOW, THEREFORE, it is agreed: <br /> I. Grant Amount <br /> Thc lIRA grants the GRANTEE a sum not to exceed Fifty Thousand Dollars <br /> (S50,000.00) which fUllds shall bc used only to reimburse it for expenses incurred after <br /> . June 20, 2006, in pcrforming activities specified in the APPLlCA TION, which is <br /> incorporated herein by reference, to the cxtent those activities are within the scope of <br /> Minnesota Statutcs ~383A.81. <br /> 2. Paymcnt <br /> Grant funds will be disbursed to the GRANTEE on a reimbursement basis only. <br /> Requests for payment must be accompanied by such documentation as deemed <br /> reasonable by the HRA, in its sole discretion, including but not limited to vendor invoices <br /> and proof of payment for eligible activities and by a cel1iflcation that expenditurcs were <br /> made lor environmcntal remediation activities spccified in the APPLICATION and no <br /> other funds were then available to reimburse these expenscs. <br /> 3. Rcporting <br /> Upon the expenditure of all funds covered by this Agreement, the GRANTEE shall <br /> submit a report to thc HRA on thc progrcss of the work and a financial summary of all <br /> sources and uses of funds for the work. <br /> 4. Accounting and Rccord Kecping <br /> For all cxpcnditures of funds made pursuant to this Agreemcnt, GRANTEE shall keep <br /> financial rccords including properly cxecuted contracts, invoices, and other documents <br /> . sufficient to evidencc in proper dctail the nature and propricty ofthc expenditures. <br /> 1 <br />
