Whcre thcre werc old, worn out industrial <br /> buildings and contaminated lands, environmental clcanup, land prcparation and utility infrastructurc <br /> work is underway to provide for: <br /> . 1000 new homes for 2500 new residents <br /> . 2000 ncw jobs <br /> . 750,000 + Square Fcct of commerciaL officc and rctail space <br /> . $300 Million in tax base compared to current taxable value of $13 million, <br /> BLAINE: In addition to the 1000's of new homes alrcady planned for northern Blainc, Blaine officials <br /> are considering several Master Plan options for dcvelopment of almost 400 acres at the intersection of <br /> Lcxington Avenue with 1-35W known as the Phcasant Ridgc Dcvclopment. One option includcs the <br /> proposed Vikings stadium, entertainment and corporate/retail complex. Ultimate gro\\th could include: <br /> . 100 or morc new homcs <br /> . 10,000 to 20,000 new jobs <br /> . $1 Billion plus in ncw investments <br /> COMBINED: 111ese pr~iccts will add ovcr 3300 new homes, 28,000 to 38,000 ne\,>- jobs and over $2,5 <br /> Billion in new property value in the area. <br /> DILEMMA TO BE SOLVED: . <br /> Providing local acccss will be a major problcm when I-35W is rebuilt duc to proximity of existing <br /> interchanges and the interdependency of access needs in the adjacent cities, Tradc offs in loeal access <br /> options and service to thc dcvelopment areas cannot be rcsolved without knowing what thc regional <br /> freeway design will be and what interim mcasures will be nceded. Significant lead time is necded to <br /> rcsolve access, cnvironmental and cost issues. <br /> Dcspite bcing an Intcr Regional Corridor route and including a scgmcnt of anothcr on TH 10 plus <br /> connecting to the metro bcltway, I-35W is not included in the Metropolitan Council's 2030 <br /> Transportation Policy Plan or MnlDOT"s Transportation System Plan.
