<br /> ARDEN HILLS CITY COUNCIL - OCTOBER 10,2006 9 <br /> . Councilmember Larson thanked Mr. Kunkel for this presentation. He believed the <br /> recommendations for redevelopment were right on target for the City. He hoped the future <br /> Council would take this seriously and recognize the importance of this particularly with regard to <br /> TCAAP. <br /> Councilmember Holden stated this was a nice presentation and suggested they refer this to a <br /> future worksession for a discussion. <br /> Councilmember Grant thanked them for their work. <br /> MOTION: Councilmember Holden moved and Councilmember Grant seconded a <br /> motion to refer the Arden Hills Economic Development Strategic Plan to a <br /> Council W orksession for discussion. <br /> Ms. Wolfe stated from her perspective, she believed it would be helpful to refer this to a <br /> worksession so staff could have time to look at this and give their recommendation and <br /> comments. <br /> Mayor Aplikowski recommended the following amendment: The Council accepts the Strategic <br /> Development Plan and requests that it be moved to a worksession for a full discussion. <br /> Councilmember Holden stated she did not accept the amendment and she wanted her motion to <br /> stand as stated. <br /> . The motion carried (3-1) (Mayor Aplikowski opposed). <br /> E. Motion to Approve a Contract with SRF to Prepare an Alternative Urban Area- <br /> Wide Review for the Redevelopment of the Twin Cities Armv Ammunition Plant <br /> Ms. Barton stated as part of the TCAAP redevelopment, the City must complete an <br /> envirOlmlental review of the property relating to the proposed project. Given that this property <br /> constitutes a large area and will be redeveloped over a period of years, the AUAR process will <br /> provide the best means by which to conduct this review. <br /> She noted in September the master developer for the project, CRR, issued an RFP for consulting <br /> services relating to a number of tasks associated with the TCAAP redevelopment: Master <br /> Plmming, T raffi c Impact Study, AUAR Environmental Study, Stage One, PUD, and <br /> Development of a Landscape Plan. The RFP was issued encompassing all of these tasks to <br /> streamline the process and allow for effective integration and collaboration amongst the finns <br /> responding. <br /> She indicated City staff, along with Ryan employees, interviewed four firms relating to these <br /> tasks. City staff is recommending the City contract with SRF to prepare the City's AUAR <br /> Environmental Study in the amount of $147,318. <br /> . <br />
