<br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br /> <br />DATE: <br /> <br />March 6, 2007 <br /> <br />AGENDA ITEM: 7A,2 <br /> <br />TO: Honorable Mayor and City Council <br />Michelle Wolfe, City Administrator <br /> <br />FROM: Michelle Olson, Parks and Recreation Manager '1Ylt1J <br /> <br />SUBJECT: Resolution 07-37: Rice Creek North Regional Trail <br /> <br />BACKGROUND <br />In June 2006, the United States Government conveyed the Rice Creek Corridor through Twin <br />Cities Army Ammunition Plant (TCAAP) to Ramsey County Parks and Recreation Department. <br />Ramsey County plans to construct a trail through the corridor from County Road H to County <br />Road I in the summer of 2007. In 1998, the Arden Hills City Council approved the Rice Creek <br />North Regional Trail Master Plan, which includes this segment. <br /> <br />The City Planner, City Engineer, and City Building Inspector have reviewed the plans for the <br />proposed trail and found no negative impacts, There are no permits or other requirements <br />needed for this project to proceed. The future transportation issues associated with TCAAP did <br />cause one adjustment to the plans, however. Originally, a bridge was to be constructed to cross <br />the creek near County Road H. However, Ramsey County had concerns regarding the high <br />construction costs for this bridge. When the County Road H intersection improvements are <br />made for the development of TCAAP, the bridge would most likely need to be tom out. The <br />County contacted the City and Mike Fix with the Army to discuss the idea of constructing the <br />end of this trail off of the Rice Creek Corridor to avoid crossing the creek. All agreed that it <br />appears to be a good solution at this time. <br /> <br />The map for the proposed trail is attached for your review. Larry Holmberg, representing <br />Ramsey County Parks and Recreation will be in attendance to briefly present information on the <br />proposed trail and answer any questions, <br /> <br />RECOMMENDATION <br />Staff recommends a motion to adopt Resolution 07-37: Supporting the Rice Creek North <br />Regional TraiL <br /> <br />\\Metro-inet.us\ardenhills\PR&PW\Parks\Memos\Council Memos\Memo to CC re - Res 07~37 Supporting the Rice Creek North Regional <br />Trail.doc <br />
