<br />are open or in which door or window screens are the only obstacles that <br />prevent the dog from exiting. <br /> <br />12. Owner. Any person, firm, or corporation, organization or department <br />possessing, harboring, keeping, having an interest in or having custody <br />or control of an animal. <br /> <br />13. Potentiallv Dangerous Dog. Any dog that has committed any of the acts <br />set forth below: <br /> <br />(a) When unprovoked, bites a human or domestic animal; <br />(b) When unprovoked, chases or approaches a person upon the <br />streets, sidewalks or any other public property in an apparent <br />attitude of attack; or <br />(c) Has a known propensity, tendency, or disposition to attack <br />unprovoked, causing injury or otherwise threatening the safety of <br />humans or domestic animals. <br /> <br />14. Restrained. On a leash of not more than six (6) feet in length or on a <br />leash which can be retracted to a length of six (6) feet or less, and in <br />the custody of a person of sufficient age to adequately control the <br />animal; in a vehicle; or confined to the owner's property by enclosure or <br />fencing. <br /> <br />15. Substantial Bodilv Harm. Bodily injury which involves a temporary but <br />substantial disfigurement, or which causes a temporary but substantial <br />loss or impairment of the function of any bodily member or organ, or <br />which causes a fracture of any bodily member. <br /> <br />400.02 License Required. The following animal licenses shall be required within the City <br />of Arden Hills. <br /> <br />(A) Dog/Cat Licenses. All dogs and cats within the City of Arden Hills, except <br />as hereinafter provided, shall be licensed. <br /> <br />1. Application. Within thirty (30) days after acquiring possession of <br />a dog or cat which has not been licensed by the City of Arden <br />Hills, the owner of the dog or cat shall make application for a dog <br />or cat license. The application shall be on forms provided by the <br />City of Arden Hills. <br /> <br />2. Vaccination. It shall be unlawful for any dog or cat owner to keep <br />or maintain any dog or cat older than six (6) months of age unless <br />it shall have been vaccinated with an anti-rabies vaccine certified <br /> <br />4-3 <br />
