3576 Ridgewood Court
Arden Hills, MN 55112
April 18, 2007

Ms. Michelle Olson, Parks and Recreation Manager
City of Arden Hills
1245 West Highway 96
Arden Hills, MN 55112-5734

RE: Arden Hills Parks, Trails and Recreation Committee

Dear Michelle,

I am writing to officially resign from the City of Arden Hills Parks, Trails and Recreation
Committee (PTRC).

I have been reluctant to resign because it is a great committee with a wonderful vision for
something I am passionate about - enhancing trails and parks in the community. However
with competing demands for my limited "free time" I don't think I can adequately
contribute to the committee at this time. That doesn't mean I won't continue to be a
strong advocate for a pedestrian friendly community and one that truly values green
space, parks, and trails.

I hope the PTRC and the City Council will be aggressive in seeking ways to provide off-
road trail systems that provide opportunities not only for recreation, but also for
pedestrian transportation. It will only add to the quality of life in the community, making
it a more desirable and valuable place to live and work.

In particular, I hope the PTRC and the City Council will be creative about funding and
developing off-road pedestrian pathways across Hwy 51 on County Road E, along
County Road E, and along Lake Johanna Blvd. connecting up to Tony Schmidt Regional
Park.

County Road E and Lake Johanna Blvd. carry a high volume of vehicle traffic and are
also heavily used pedestrian routes. Giving pedestrians options other than walking in
busy roadways is long overdue. I am certain this can be done in a manner that is both
respectful of adjacent properties and also takes into consideration the best interests of the
community as a whole.

Keep up all of your good work! The community is fortunate to have such a capable
employee.

Regards,

tc1uJid. d'~.R-!t-L

Cynthia A. Wheeler
