<br />ARDEN HILLS CITY COUNCIL - OCTOBER 10, 2006 <br /> <br />9 <br /> <br />Councilmember Larson thanked Mr. Kunkel for this presentation. He believed the recommendations <br />ror redevelopment \lCre right on target for the City. He hoped the future Council would take this <br />seriously and recognize the importance of this particularly with regard to TCAAP. <br /> <br />Councilmember Holden stated this was a nice presentation and suggested they refer this to a future <br />worksession for a discussion. <br /> <br />Councilmember Grant thanked them for their work. <br /> <br />MOTION: Councilrnember Holden moved and Councilrnernber Grant seconded a motion <br />to refer the Arden Hills Economic Development Strategic Plan to a Counc il <br />W orksession for discussion. <br /> <br />Ms. Wolfe stated from her perspective, she believed it would be helpful to refer this to a worksession <br />so staff could have time to look at this and give their recommendation and comments. <br /> <br />Mayor Aplikowski recommended the following amendment: The Council accepts the Strategic <br />Development Plan and requests that it be moved to a worksession for a full discussion. <br />Councilmember Holden stated she did not accept the amendrnent and she wanted her motion to stand <br />as stated. <br /> <br />The motion carried (3-1) (Mayor Aplikowski opposed). <br /> <br />E. Motion to Approve a Contract with SRF to Prepare an Alternative Urban Area-Wide <br />Review for the Redevelopment of the Twin Cities Armv Ammunition Plant <br /> <br />Ms. Barton stated as part of the TCAAP redevelopment, the City must complete an envirorunental <br />review of the property relating to the proposed project. Given that this property constitutes a large area <br />and will be redeveloped over a period of years, the AUAR process will provide the best means by <br />which to conduct this review. <br /> <br />She noted in Septernber the master developer for the project, CRR, issued an RFP for consulting <br />services relating to a number of tasks associated with the TCAAP redevelopment Master Planning, <br />Traffic Impact Study, AUAR Envirorunental Study, Stage One, PUD, and Development of a <br />Landscape Plan. The RFP was issued encompassing all of these tasks to streamline the process and <br />allow for effective integration and collaboration amongst the finns responding. <br /> <br />She indicated City staff, along with Ryan employees, interviewed four [mus relating to these tasks. City <br />staff is recommending the City contract with SRF to prepare the City's AUAR Envirorunental Study in <br />the amount of$147,318. <br /> <br />Councilmember Holden stated she was having a hard time understanding why the City had to take on <br />this responsibility and not the developer.
