<br />Proposed Analysis Methodology for Resource Plan <br />Step One: Identify Significant Service Costs <br />o Identify the service requirements indicated for each element of the proposed deyelopment <br />options. <br />o Reyiew existing services currently provided by the City. <br />o Reyiew current budget and financial report related to services provided. <br />o Prepare cost estimates for new services and modifications to existing services indicated by <br />proposed development options. <br />o Prepare draft service impact model for review and comment. <br />o Refine service impact model. <br /> <br />Step Two: Identify Capital Costs <br />o Identify potential impacts on infrastructure systems including water, sewer, storm sewer, <br />road, street lighting. <br />o Review capital financing mechanisms. <br /> <br />Step Three: Identify and Evaluate Economic Impacts <br />o Identify characteristics defining the service requirements of existing development elements. <br />o Identify characteristics defining the service requirements for the proposed development <br />elements. <br />o Evaluate the impact of the proposed development on existing economic elements. <br /> <br />Step Four: Model Revenue Sources from New Development <br />o Using developer's build-out estimates, project the property tax increases for the City. <br />o Estimate changes in fiscal disparities income for the City. <br />o Outline existing and future SACIW AC revenues. <br />o Explore other fees such as platting fees, trunk assessments, etc. <br /> <br />Step Five: Review/Prepare Development Model <br />o Identify timing/phasing of proposed development. <br />o Identify and review service impacts of similar developments. <br />o Review/prepare [mancial projection for proposed development. <br /> <br />Step Six: Prepare Analysis and Final Report <br />o Draft report for staffreview. <br />o Present final report to City Council. <br /> <br />We have not provided a methodology for TIF plans, [mancial analysis and developer negotiations <br />since these are standardized services we provide and the City is familiar with how these services are <br />implemented. <br /> <br />Project Team <br />The Project Team will include Sid Inman, Stacie Kvilvang and Mark Ruff. Mr. Inman has over 26 <br />years of experience in the area of public finance and redevelopment. Sid has extensive experience and <br />is an industry leader in tax increment, developer negotiations, proforma analysis and bond work.
