<br />.:. The City is pursuing TIF legislation that will allow the flexibility necessary to assist in the <br />reimbursement of some of the extraordinary costs associated with the site and project. It allows <br />for expenditure of increment within a specific area outside the boundaries of the City for specific <br />costs. This facilitates infrastructure improvements necessary for the Medtronic campus. One or <br />more TIF Districts can be created within the specific area under this special legislation before the <br />end of20l9. Multiple districts may be needed for multiple phases. <br /> <br />.:. The City is pursuing reverter clause legislation to remove the public purpose deed restriction on a <br />portion of the Development Area (the former MnDOT property). Medtronic seeks clear title to all <br />parcels in the Development Project Area. As part of the legislative process to remove the deed <br />restriction, a payment by the City to the State of Minnesota has been negotiated. Further, <br />Medtronic agrees to contribute on behalf of the City $1,000,000 to MnDOT to be deposited into <br />the Minnesota Trunk Highway Trust Fund. <br /> <br />Medtronlc Projed Area in Mopnd$ View <br /> <br /> <br />.:. As part of the Development Agreement, the City seeks the removal or relocation of up to six Clear <br />Channel billboards constructed at the golf course. Medtronic has requested the removal of some <br />or all of the signs as part of the redevelopment of the site. The City is in negotiations with Clear <br />Channel regarding removal or relocation of the outdoor signs. <br /> <br />.:. Medtronic agrees to pay a Park Dedication Fee of $600,000 to the City to be used for various park <br />improvements. The City would dedicate up to $150,000 of the $600,000 for park improvements <br />on the former Sysco property, the adjoining land retained by the City. Improvements could <br />include a trail, one or two pedestrian bridges and a small paved parking lot. <br /> <br />.:. The City is prepared to install all necessary offsite water and sewer line improvements necessary <br />for the Medtronic campus. This would include the extension of watennain, sanitary sewer, and <br />
