<br />~ <br />~HILLS <br /> <br />Approved: 4/30/07 <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />TRANSPORTATION WORK SESSION <br />MARCH 29, 2007; 7:00 P.M. <br />ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the work <br />session at 7:03 p.m. <br /> <br />Present: <br /> <br />Mayor Stan Harpstead, Councilmembers David Grant, Brenda Holden, Fran <br />Holmes and David McClung. <br /> <br />Absent: <br /> <br />None <br /> <br />Also present were Michelle Wolfe, City Administrator; Karen Barton, Community <br />Development Director; SEH Representatives Mark Benson, and Jaimie Sloboden; Greg <br />Hoag, Public Works Director; Kris Giga, Civil Engineer; Jim Tolaas, Ramsey County <br /> <br />CITY AND REGIONAL TRANSPORTATION ISSUES <br />Ms. Barton stated that she would have comment cards available for open house attendees to submit <br />their comments. Completed comments cards would be collected and the comments recorded. <br />Mayor Harpstead suggested that comment cards be photocopied before forwarded to HGKi. <br /> <br />Mr. Sloboden provided a hand out of the Monday, April 2nd open house presentation for Council <br />and Staffto review. The intent tonight was to flesh out and determine the access needs of Highway <br />10 and CSAH 96 by reviewing the functional access for the existing Arden Hills and how TCAAP <br />related to that. A series of exhibits were provided that addressed each area around the 10/96 <br />interchange. <br /> <br />The main issues identified at the last work session were environmental, access, mobility and <br />community concerns. Mr. Sloboden provided slides of each quadrant around the 10/96 <br />intersection. Each quadrant slide showed unique characteristics: southeast - Old Highway 10 <br />being the key linkage to the rest of Arden Hills; southwest - regional traffic on local roads; <br />northeast - access to the TCAAP development; northwest - the impact of regional improvements <br />on the current land use. <br />
