<br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />May 29,2007 <br /> <br />AGENDA ITEM 7.D. <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Michelle Wolfe, City Administrator <br /> <br />SUBJECT: Approval of Resolution No. 07-61, Supporting a Concept Plan for the State <br />Highway 10 and County Highway 96 hnprovement Project <br /> <br />BACKGROUND <br /> <br />There have been discussions for several years regarding improvements to the intersection of <br />Highways 10 and 96. Ramsey County has been constructing improvements to Highway 96, <br />moving west from White Bear Lake, since the mid-1990's. The last segment of the <br />improvements stalled partly due to the City of Arden Hills' reluctance to select a preferred <br />design option, largely because the City wanted to know more about the future redevelopment of <br />the TCAAP property. <br /> <br />The City of Arden Hills is currently conducting a Master Planning process for TCAAP <br />redevelopment. The planning process has led to a re-opening of discussions regarding Highways <br />10 and 96. These improvements are related to the successful redevelopment of the TCAAP <br />property. <br /> <br />DISCUSSION <br /> <br />Below is a brief summary of 2007 discussions to-date regarding the State Highway 10 and <br />County Highway 96 hnprovement proj ect: <br />. Engineering Consultants SEH met with the City Council in March to gain an <br />understanding of the Council's goals and priorities relating to the intersection <br />improvements, and well as to brainstorm with the Council regarding city-wide <br />transportation issues; <br />. SEH developed several concepts that were presented to Council; some were considered <br />"viable" and others "non-viable" (though not unanimous); <br />. Background information and multiple concepts were presented at a public open house <br />March 29; community feedback was received at the meeting and following the meeting; <br />results were compiled and shared with Council; <br />
