~ ~HlLLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 07-61 RESOLUTION SUPPORTING A CONCEPT PLAN FOR STATE HIGHWAY 10 AND COUNTY ROAD 96 IMPROVEMENT WHEREAS, the City of Arden Hills and the Ramsey County have had discussions over the past decade about a significant intersection within Arden Hills between C.R. 96 and T.H. 10; and WHEREAS, the traffic volumes at C.R. 96 and T.H. 10 Intersection have led to a low Level of Service rating and a rank of 41 on MnDOT' s Top 200 Highest Crash Intersections in the State; and WHEREAS, the MnDOT has recently reinforced that the T .H. 10 diagonal between 1-694 and 1-35W is vital to the regional transportation system and "needs to remain"; and WHEREAS, Arden Hills wants to minimize the impact on the manufactured home community and the residents that reside in the "triangle" formed by C.R. 96, T.H. 10 and 1-35W; maintain access for the residents and businesses that reside in this triangle; and establish a major access connection into the TCAAP property from T.H. 10. NOW, THEREFORE BE IT RESOLVED, the City of Arden Hills, contingent upon development of preliminary and final designs that embody the referenced "concept plan" and a financing plan that identifies the funding required for the completion of this intersection that: . T.H. 10 shall maintain its current status as a major arterial connection between 1- 694 and 1-35W, and . A new frontage road be established on the western side ofT.H. 10 connecting on the northern end to the business property on the tip of the "triangle" and on the southern end through a signalized intersection to "Old Highway 10"; a new intersection be created providing access from the TCAAP property (TCAAP access) and a grade separated intersection be created at T.H. 10 and C.R. as described in the attached "concept plan" named TH 10lCR 96 Interchange Concept dated May 14, 2007.
