<br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />June 6, 2007 <br /> <br />PC Agenda Item 4.B <br /> <br />TO: <br /> <br />Planning Connnission <br />James Lehnhoff, City Planner <br /> <br />2008 Comprehensive Plan Schedule <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Although the City is in the midst of the TCAAP planning project, the City is required by State Statutes <br />and the Metropolitan Council to update the City's Comprehensive Plan by the end of2008. While <br />TCAAP is the largest project in the City, the Comprehensive Plan reviews the entire City and is of equal <br />importance. <br /> <br />The Plan was last completed and approved by the City and the Metropolitan Council in 1998. The next <br />Plan update is due at the end of2008. State Statutes and Metropolitan Council regulations require the <br />Comprehensive Plan to address land use and housing; transportation; water resources management; parks <br />and open space; and plan implementation. Other topics, such as economic development and <br />redevelopment, will likely be included in the Plan in some fashion. <br /> <br />The update process is expected to last to December 2008; however, most of the work will need to be <br />completed by April 2008. The process will involve a handful of public meetings, which will require <br />involvement from the Planning Commission and City Council. Since the Comprehensive Plan covers the <br />entire City, it is less design intensive than the TCAAP meetings. Some parts of the Plan are highly <br />technical nature, but many parts will include public participation, input, and guidance. The Plan is meant <br />to look out 25 years. <br /> <br />The tentative City CouncillPlanning Commission kick-off date is scheduled to occur during the June 18 <br />City Council work session from 6pm to 7pm. This date and time have not yet been confirmed. As soon <br />as more information is available, it will be forwarded to you. This meeting will be focused on going over <br />the Comprehensive Plan update process as well as the role that the Commission and Council will play in <br />this process. <br /> <br />The first community-wide public meeting is set for Wednesday, August 8, 2007, from 6;30 to 8:30pm. <br />This will be a combined open house and workshop with a public participation role. Weare hoping to use <br />the North Heights Lutheran Church for the meeting. <br /> <br />A long-term Comprehensive Plan update schedule is attached to this memo. The schedule is subject to <br />change.
