A TIC> ..............

Hood Packaging Corporation is requesting a Conditional Use Permit to expand our
solvent and waste storage tank capacity at our Arden Hills location.

Description ofthe proiect:

Our project would involve adding two additional storage tanks on the backside (eastside)
of our building, in conjunction with our two existing storage tanks.

Currently we have two solvent storage tanks (as pictured) on the east side of our building.
These tanks hold virgin solvents used in our printing process. These solvents are blended
with our ink for manufacturing in packaging materials and in the wash up process for
cleaning between jobs. The virgin material used for cleaning the inks and machines, then
becomes waste. This waste is stored in fifty gallon drums inside our building until
shipped by a licensed waste generator.

If were allowed to add the two additional tanks, our waste would be stored in one tank,
outside the building rather tha.'1 in drums stored in the building. The second tank would
hold reclaimed solvents. With the new tanks, our waste material would be hauled by
tanker truck to be recycled and returned to the plant as reclaimed solvent. This reclaim
material would be used for cleaning of inks and machines and the process would continue
to repeat. Under this new system we would substantially reduce the amount of virgin raw
material and waste materials.

This project would have a significant environmental impact in several areas:
· Reduction in total amount of virgin solvent purchased and used.
. Greatly reduce the amount of hazardous materials in the building.
. Reduce the amount of hazardous chemical disposals by 65% through recycling
into reclaim material.

The new tanks would be double wall construction to eliminate any potential for leakage
or contamination. If a leak were to occur on the inner tank, a sensor in the outer tank to
send an alarm when liquid is detected.
